I think we should have a rule to award the supportive member  & punishment to the spam or off topic member.

Not sure. Something like that could be good, or bad.
A set of rules and guidelines are important and should be enforced.
SS has an Awards system in place, undergoing Beta testing.

What do you have in mind?

Tricky question.. lets' hear some more views. 

Overall  I'm for a more positive environment where members care and share.  To the detractors and spammers (if any) it would be useful to devise ways to deal with them, be it changing their forum behaviour or as a form of last resort - enforcement action.

For spammer, I suggest to give them 3 times warning.

If they don't listen advice, we will :
1) delete his spam post
2) remove his award if have

If still no improvement,
3) band (worse case)
